HEALTH IMPACT ASSESSMENT (HIA) TRAINING BACKGROUND:

Living in a healthy place means having adequate housing; a secure and meaningful livelihood; access to schools, parks, and public spaces; safety and freedom from violence; unpolluted air, soil, and water; and a society that promotes not only opportunity and innovation but also cooperation, trust, and equity. HIA is a systematic, structured practice that uses the best available theory and evidence to make reasoned judgments on the prospective health impacts of policy decisions, including projects, plans, programs, and policies undertaken by government or the private sector.

Other defining characteristics of HIA include a broad definition of health and health determinants, application to policy making in all sectors, involvement and engagement with decision makers and affected stakeholders, explicit concern with vulnerable populations, and a commitment to inclusion and transparency (Quigley 2006). The two primary outputs of HIA are an analysis of health impacts and decision alternative and mitigation strategies to ensure that decisions protect and promote health. Health Impact Assessment (HIA) has a simple and common sense purpose—to make visible the potentially significant human health consequences of public decisions and thus to facilitate the greater consideration of health in policy decisions.

 

HEALTH IMPACT ASSESSMENT (HIA) TRAINING OBJECTIVES:

The objectives of this course are to provide decision-makers to: identify plausible, potential harms or benefits to health; enumerate the health benefits or adverse consequences of various policy options; analyze disproportionate or unequal harms or benefits to different populations; and modify policy design in more protective, beneficial, or equitable ways. HIA can provide a structure for discussion of issues where health concerns are a source of public controversy and can help generate buy-in for policy implementation.

 

WHO SHOULD ATTEND THIS HEALTH IMPACT ASSESSMENT (HIA) TRAINING?:

HSE personnels and others responsible for making reasoned judgments on the prospective health impacts of policy decisions, including projects, plans, programs, and policies undertaken by government or the private sector.

 

HEALTH IMPACT ASSESSMENT (HIA) TRAINING OUTLINE

Day 1:

  1. Review and discuss the value and purpose of HIA as a healthy public policy tool.
  2. Learn the steps and tasks of a typical HIA.
  3. Discuss successes and lessons learned from HIA case studies.
  4. Gain experience in the screening and scoping stages of HIA.
  5. Understand roles for community members, public agencies, decision-makers and other stakeholders.

Day 2:

  1. Understand the tasks and goals of the assessment stage in HIA, and about the range of methods that have been used in various HIAs.
  2. Learn about and apply HIA tools to assess community conditions that promote health, and understand the importance and limitations of applying these tools.
  3. Learn about the Healthy Development Measurement Tool (HDMT) and gain experience exploring and accessing community health indicators.
  4. Discuss principles for use of evidence in decision-making and implications for HIA practice.

Day 3:

  1. Continue to learn about approaches that can be used in the assessment stage of HIA, including forecasting tools and health risk assessment and modeling.
  2. Understand a general approach to evaluating and utilizing epidemiologic evidence and health risk assessment to predict and quantify health impacts of public policies.
  3. Through problem solving, understand sources of uncertainty and limitations of evidence.
  4. Understand a general approach for identifying recommendations and analyzing alternatives and mitigations.
  5. Discuss principles for ethical use of evidence in decision-making and implications for HIA practice.

Day 4:

  1. Learn about the communication, monitoring, and evaluation stages of HIA.
  2. Discuss the opportunities provided by environmental impact assessment for integrated health/social/environmental analysis.
  3. Collectively explore opportunities to advance HIA in practitioners’ jurisdictions.
  4. Consider lessons for successful HIA applications including various roles stakeholder and decision-maker buy-in and inter-agency communication.

Bambang Pamudji, Bsc. SE. and Team

Bambang Pamudji, B.Sc.,SE. has much real experiences, he is former Senior Health and Safety staff at PT. Pupuk Sriwidjaja,PUSRI(Urea Fertilizer Manufacturer) Palembang. He was born in Pasuruan East Java, 14 March 1950. He got his B.Sc in Public Health from APK Surabaya in 1971 and was graduated from Economic Management Sriwidjaja University, UNSRI, Palembang in 1996. He has certificates in Health, Safety, and Environment (HSE) from Depnakertrans RI/Institutions and Universities in Indonesia, institutions and Universities in UK, and National Safety Council. Experienced in setting up Health and Safety Management System documentation and its application. Experienced internal lead auditor SMK3 in PT. Pupuk Sriwidjaja, and External lead auditor SMK3 for Indonesian Association Fertilizer Producer. He has been teaching industrial training classes for many classes related to topics of his competencies, HSE. Many participants from many companies in Indonesia have participated in his training classes.
